Since its independence, the South Sudan had been witnessing ethnic violence in some of its parts, in spite of the government effort to stop them. Nonetheless, the NGOs and the church leaders from different denominations under the Sudan Council of Churches have been attempting to bring to an end this useless violence, but all these attempts didn’t yield any fruit to stop the tribal fighting that had claimed countless lives, including children, women and the aged.
The recent tribal conflict had tarnished the good image of South Sudanese in the eyes of the World and had brought bad names to all South Sudanese , therefore, it is the role of all South Sudanese people to think about how such conflicts could be stopped.
In search for peaceful and just solution to these conflicts, the author of this article would like to invite the readers of this paper to go through the appeal and recommendations made by Hon. John Chuol Ruai (John Khazuk), the current Commissioner for South Sudan Anti-Corruption Commission, the former State Minister in Upper Nile state and a long time Local Government Executive Director, who worked in different parts of South Sudan, a patriotic South Sudanese elder.
He appealed to the Government of the Republic of South Sudan through the South Sudan Peace Commission to consider the following:
(a) The Peace Commission to prepare and:
1- Invite all paramount chiefs in the greater Upper Nile, the greater Bahr Al-Ghazal and Greater Equatoria to assemble in either Akobo or Pibor for a reconciliation meeting.
2- The Peace Commission to facilitate the accommodation for the invited chiefs (two communities of Murle and Lou Nuer to donate cows and goats for feeding the representatives from the different states).
3- Selecting non-Dinka, non- Nuer and non- Murle judges and senior investigators from senior Police officers.
4- All the Governors of the greater Upper Nile states to attend without fail.
5- The Governor of Jonglei state to be the host of the meeting.
6- The gathering to be under patronage of either the President of the Republic or the Vice-President.
7- The representatives from Lou Nuer , Murle , Anyuak, Greater Bor Dinka and Greater Fangak Dinka and Nuer to attend the gathering without fail.
(b) The participants to hear the root causes of the conflict from the following:
1- Stories from Murle
2- From Anyuak
3- From Dinka Bor
4- From Lou Nuer
5- From Dinka Fangak
(c) The investigators to record the hearing.
(d) The investigations should include the Governors, Commissioners, MPs, SPLA Officers and Politicians.
(e) The invited chiefs to judges the hearing from all sides.
(f) The judges to analyse the hearing.
(g) The chiefs to give their judgments and decide who are guilty.
(h) Those who are found guilty must be punished and the victims to be compensated.
(i) The involved chiefs are to be jailed and those who have been involved in killing from different sides to be sentenced to death.
(j) Any government official who had been found to be behind the conflict to be relieved from all positions he held including the party and the army.
(k) Finally, the reconciliation is made traditionally as follows:
1- The Lou Nuer to provide bulls and slaughter them to be eaten by Murle, the Murle to do the same with the Dinka Bor and Anyuak..
2- The bones of the cattle slaughtered and eaten to be burned, the burned ashes of bones are gathered together and heaped one place with the cows, goats and chicken to form a tomb,
3- The governors, chiefs and judges in the presence of the President or his Vice to sign a Peace Covenant (Agreement).
4- All Jonglei tribes must respect that covenant which shall remain as a covenant of peace, unity among ethnic tribes of Jonglei forever.
The Murle won’t accept because this would put them on a trap. They would rather choose being attacked by their neighbours than living peacefully with them.They are used to child abduction and cattle raiding not knowing what their victim communities feel. Instead, each community should hold its own internal meeting and present their roadmap to peace in that big conference, because, the Murle are likely to go and lie in the wider meetings when they have their own plan of continuing with human trade and child abduction.
