South Sudan President Salva Kiir and the Sudan President Omer Al Bashir failed to reach an agreement over Oil issues during the two days meeting in the Ethiopian Capital Addis Ababa following an invitation by the Inter Governmental Authority Development Organization (IGAD).
The Minister of Information and Broadcasting who is also the Government spokesperson Barnaba Marial Benjamin told the Citizen over phone yesterday.
This came at a time the Country’s Cabinet resolved closure of South Sudan oil export through Sudan port due to “theft” by the Sudan Government.
The Minister said the talks did not collapse in Addis Ababa but there was no agreement signed between the two Presidents, adding that negotiations on outstanding issues including oil would continue between Sudan and South Sudan negotiation teams.
Juba has accused Khartoum of stealing $815 million worth of oil. And South Sudan chief negotiator Pagan Amum on Friday said the negotiations had reached an “impasse because of the intransigence of the government of Sudan” as quoted by Yahoo news.
“The mood of course was not good because you can imagine sitting with somebody who is a thief stealing your property,” he said of Kiir’s and Al-Bashir’s meeting.
African Union mediators have proposed an initial deal calling on the two countries to reverse their unilateral decisions before inking a comprehensive agreement later.
The oil talks come ahead of an AU summit starting Sunday. The Ethiopian Prime Minister Meles Zenawi who is also the current chair of the African Union was reported to have proposed an accord to be signed by the two Presidents of Sudan and South Sudan but President Kiir was reported to have denied signing any agreement on oil deal with Bashir.
Meanwhile, Sudan agreed yesterday to free ships with South Sudanese oil as a goodwill gesture to ease negotiations aimed at resolving a furious row over pipeline transit fees with its southern neighbor.
“We are ready to continue these talks and to prove it, we are releasing vessels in Port Sudan to allay fears,” a senior Khartoum official Sayed al-Khatib said according to Yahoo news in Addis Ababa, where the talks were being held.
“The vessels will be free to leave immediately,” al-Khatib added. “We expect the (South Sudan oil) shutdown to be halted and reversed,” he added.
Sudan has been detaining three ships carrying 2.2 million barrels of oil.
In addition, Khartoum admits to have confiscated 1.7 million barrels of South Sudan crude, a measure it said was to compensate for Juba’s use of its pipeline and refinery.
